House defeats two FISA 702 extensions overnight; passes 10-day stopgap

Speaker Mike Johnson's attempt to reauthorize Section 702 collapsed in a pair of late-night votes on April 17, 2026. A procedural rule vote to advance an 18-month clean extension failed 197-228, with 20 Republicans joining most Democrats in opposition. Minutes later, a five-year extension with limited reforms also failed 200-220. Rep. Ro Khanna said after the votes: "We just defeated Johnson's efforts to sneak through a 5-year FISA authorization tonight. Now, they will have to fight in daylight." At 2:09 a.m., Congress unanimously passed a 10-day emergency extension by voice vote, pushing the expiration from April 20 to April 30. President Trump signed it on April 18.
