Judge Sirica authorizes Watergate grand jury road map to House Judiciary Committee under Rule 6(e) exception

Chief Judge John Sirica of the U.S. District Court for the District of Columbia approves the Watergate grand jury's request to transmit a sealed report and evidentiary road map to the House Judiciary Committee, which is conducting an impeachment inquiry into President Nixon. Special Prosecutor Leon Jaworski argues the transfer falls within Rule 6(e)'s judicial proceedings exception. The D.C. Circuit, sitting en banc, upholds Sirica's authorization in Haldeman v. Sirica, establishing that courts — not prosecutors or Congress — hold exclusive authority to authorize Rule 6(e) disclosures outside the criminal process.
