Rubio announces expanded U.S.-Mexico security collaboration

Secretary of State Marco Rubio announced on September 3, 2025 an expanded bilateral security cooperation framework with Mexico, including joint operations against drug trafficking organizations and additional intelligence-sharing agreements. The announcement followed months of friction over Trump's cartel terrorism designations and threats to conduct unilateral military operations inside Mexico. Mexican President Claudia Sheinbaum accepted the framework while publicly rejecting any U.S. military presence on Mexican soil.
