Biden administration rescinds the 2019 public charge rule

After federal courts blocked the 2019 rule, the Biden administration stopped defending it and formally removed it from the books in March 2021. Officials reverted to the narrower 1999 guidance that counted only cash assistance and long-term institutional care. A new regulation in 2022 codified that narrower definition.
