Alabama legislature defies court order and enacts a remedial map with one Black district
The Alabama legislature enacted a new congressional map that again contained only one majority-Black district, directly defying the Supreme Court's June 2023 order requiring a second Black opportunity district. The legislature passed the plan on July 21, 2023, after a special session called by Governor Kay Ivey. The new map increased the Black Voting Age Population in CD-2 from roughly 30 percent to 40 percent — short of majority status — which Alabama argued satisfied the Court's requirement. Civil rights attorneys immediately moved to block the map as noncompliant.
