Trump Shifts K-12 Education Programs to Labor Department Without Congressional Approval

The Trump administration announced six interagency agreements transferring ~$28B in K-12 programs from the Education Department to the Labor Department and other agencies. Programs include Title I (low-income schools), Title II (teacher training), ELL, homeless youth, and migrant student funds. Critics argued only Congress can restructure agencies created by statute.
