Senate rejects SAVE Act inclusion in reconciliation 48-50 after parliamentarian rules proof-of-citizenship requirement has insufficient budget impact

The Senate voted 48-50 to table the SAVE Act as an amendment to the Republican reconciliation bill after Senate Parliamentarian Elizabeth MacDonough ruled the proof-of-citizenship voter registration requirement was an impermissible "extraneous" policy provision under the Byrd Rule because its budgetary effect was minimal and incidental to its primary purpose. Two Republicans — Senators Lisa Murkowski (AK) and Susan Collins (ME) — joined all Democrats in rejecting the provision, falling 12 votes short of the 60 needed to overrule the parliamentarian.
