FEMA terminates BRIC disaster-resilience grant program

FEMA announced it was ending the Building Resilient Infrastructure and Communities (BRIC) program and canceling all applications from fiscal years 2020 through 2023. The agency rescinded roughly $880 million in unspent funds, redirecting them to the Disaster Relief Fund or U.S. Treasury. On December 11, 2025, a federal judge in Massachusetts ruled the termination unlawful and issued a permanent injunction.
