Judge Refuses to Block FEMA Flood Insurance Overhaul

A federal judge declined to issue a preliminary injunction halting FEMA's Risk Rating 2.0 flood insurance overhaul, which restructured premiums based on individual property risk rather than flood zone maps. Plaintiffs argued the new system dramatically increased premiums for coastal homeowners and disproportionately harmed lower-income communities. The ruling allowed the rate changes to remain in effect while litigation continued.
