Alabama Gov. Ivey Signs 6-1 GOP Congressional Map

Alabama Governor Kay Ivey signed a congressional map drawing only one majority-Black district despite Black residents making up 27 percent of the state population. The Republican-controlled legislature passed the plan on party lines after rejecting amendments to create a second Black-opportunity district. Voting rights groups filed Milligan v. Merrill within days, leading to the 2023 Supreme Court ruling ordering a second Black district.
