Carey ruling allows hybrid PACs with separate contribution accounts

On June 14, 2011, a federal court order in Carey v. FEC allowed political committees to operate both traditional contribution accounts and separate independent-expenditure accounts. The ruling helped create hybrid PAC structures that mix limited and unlimited money under one organization.
