DREAM Act First Introduced in Congress

Senator Dick Durbin and Representative Luis Gutierrez introduced the Development, Relief, and Education for Alien Minors (DREAM) Act in August 2001, seeking a path to legal status for undocumented immigrants who entered the US as children. The bill proposed conditional permanent residency for those who completed two years of college or military service. Congress failed to pass the DREAM Act in 2001, 2007, 2010, and 2011.
