Biden ends Title 42 expulsions as border encounters hit a record 260,000

After courts blocked the Biden administration from continuing the Title 42 pandemic-era expulsion policy, the policy expired on May 11, 2023, ending a rule that had allowed over 2.8 million rapid expulsions since 2020. Border encounters reached a record 260,000 in December 2023 as migrants who had waited in Mexico attempted entry. DHS Secretary Alejandro Mayorkas announced new enforcement measures, including expanded use of expedited removal, to manage the surge.
