Congress Introduces Bills to Codify Schedule F in Statute
In February 2025, House and Senate Republicans introduced companion legislation to permanently enshrine Schedule F in federal statute, removing the ability of future presidents to reverse it by executive order alone. The House bill was introduced by Representative Harriet Hageman and the Senate companion by Senator Joni Ernst; the legislation would amend the Civil Service Reform Act of 1978 to create a statutory at-will category for policy-influencing positions.
