Pennsylvania Governor Robert Casey signed the 1988-1989 amendments to the state's Abortion Control Act on November 18, 1989, adding four new restrictions: a 24-hour waiting period requiring women to return to the clinic after a mandatory information session; state-scripted informed consent requirements including information about fetal development; a spousal notification provision requiring women to inform their husbands before obtaining abortions; and parental consent with judicial bypass for minors. Planned Parenthood of Southeastern Pennsylvania immediately sued, arguing the restrictions imposed an undue burden on the constitutional right established in Roe v. Wade.
