Senate rejects war powers resolution to halt Caribbean boat strikes
The Senate voted 48 to 51 on Oct. 8, 2025 to reject a War Powers resolution by Sens. Adam Schiff and Tim Kaine that would have ended the boat strikes without congressional authorization. Most Republicans held together to block it. A second Kaine measure aimed at Venezuela failed 49 to 51 in November, with only Sens. Rand Paul and Lisa Murkowski crossing over. The votes left the campaign running on presidential authority alone.
