Bush signs the Homeland Security Act, creating DHS
President George W. Bush signed the Homeland Security Act of 2002, establishing the Department of Homeland Security and consolidating 22 existing federal agencies into one Cabinet department. Tom Ridge became the first DHS Secretary. The reorganization was the largest restructuring of the federal government since the 1947 National Security Act and laid the groundwork for federal civilian cybersecurity authority later housed at CISA.
