Senate Democrats block DHS funding, demanding ICE reforms after Minneapolis deaths

Senate Democrats voted to block the House-passed DHS continuing resolution, with a motion to advance the bill failing 47-37 — well short of the 60 votes needed to overcome a Democratic filibuster. Democrats demanded ICE reform provisions including judicial warrant requirements before agents could enter private residences and a prohibition on masked agents during arrests. Pennsylvania Sen. John Fetterman was the only Democrat to vote yes. DHS funding lapsed at midnight, triggering a partial shutdown.
