LBJ signs Elementary and Secondary Education Act creating Title I

President Lyndon B. Johnson signed the Elementary and Secondary Education Act (Public Law 89-10) at the Junction School in Stonewall, Texas. Title I of the act directed federal funds to school districts serving high concentrations of low-income students, creating the first major federal commitment to K-12 education. The initial Title I appropriation was $1.06 billion, distributed by formula to states based on poverty counts.
