Congress passes Post-Katrina Emergency Management Reform Act

Congress passes the Post-Katrina Emergency Management Reform Act, responding to criticism of federal response to Hurricane Katrina. The legislation requires DHS to strengthen FEMA response capabilities, increase federal coordination with state and local authorities, establish clearer command structures during catastrophic disasters, and improve pre-positioning of supplies and personnel. Congress appropriates additional funding for FEMA preparedness and response. The reforms address identified gaps in emergency management doctrine and infrastructure.
