Congress enacts INA Section 287(g), authorizing local immigration enforcement

Congress enacted the Illegal Immigration Reform and Immigrant Responsibility Act, adding Section 287(g) to the Immigration and Nationality Act. The provision allowed the Department of Homeland Security to enter written agreements with state and local law enforcement, delegating authority to perform immigration enforcement functions. No local agency signed a 287(g) agreement until 2002, when the Florida Department of Law Enforcement became the first.
