Bloomberg issues Executive Order 41 barring NYPD from sharing immigration status with federal agents except in criminal cases

New York City Mayor Michael Bloomberg signed Executive Order 41, which prohibited city employees and agencies — including the NYPD — from disclosing a person's immigration status to federal immigration authorities unless the individual had been convicted of a felony or the disclosure was required by law. The order expanded and formalized prior sanctuary directives dating to Mayor Koch's 1989 Executive Order 124. It covered all city agencies providing services and codified the principle that access to city services would not be conditioned on immigration status.
