Trump declares Cuba emergency and threatens tariffs on countries supplying Cuba oil
President Trump signed an executive order on January 29, 2026 declaring a national emergency under the International Emergency Economic Powers Act directed at Cuba and authorizing secondary tariffs on any country that sells or provides oil to the island. The order followed the US-backed detention of Nicolás Maduro in early January, which cut off Venezuelan crude oil to Cuba; Mexico had been supplying replacement oil before temporarily halting shipments on January 27. Mexican President Claudia Sheinbaum called the halt "a sovereign decision."
