Massachusetts judge blocks Trump administration from ending TPS for 5,000 Ethiopians

U.S. District Judge Brian Murphy in Massachusetts issued a final ruling on April 8, 2026, blocking the Trump administration from terminating Temporary Protected Status for more than 5,000 Ethiopian nationals. Murphy had first frozen the termination on January 30, 2026, before the February 13 deadline. His final ruling held that DHS terminated Ethiopia TPS without following the process Congress required, writing that the will of the president does not supersede that of Congress. DHS had cited changed country conditions in its December 2025 termination notice.
