President Trump signed Executive Order 14203 on February 6, 2025, declaring a national emergency under IEEPA over ICC actions that "threaten" US and Israeli interests. The order authorized Treasury to freeze assets and ban transactions with anyone materially supporting ICC investigations targeting US or Israeli personnel — including ICC staff, investigators, donors, and providers of goods or services. It directly revived and expanded Trump's 2020 EO 13928, which Biden had revoked in 2021.
