FY2026 NDAA Signed: Congress Restores $175 Million for Baltic Security Initiative

President Trump signed the $901 billion Fiscal Year 2026 National Defense Authorization Act on December 18, 2025. The bill, which passed the Senate 77-20 and the House 312-112, included $175 million for the Baltic Security Initiative through fiscal year 2028, directly overriding the administration's earlier proposal not to renew the program. Senate Armed Services Committee Chairman Roger Wicker (R-MS) and Ranking Member Jack Reed (D-RI) led the bipartisan restoration effort. The NDAA also included guardrails restricting the administration's ability to draw down U.S. military forces from Europe without congressional notification. The $175 million three-year authorization was less than the $231 million delivered in FY2025 alone, representing a partial rather than full restoration of prior spending levels.
