OFAC designates 29 shadow fleet vessels targeting Iranian petroleum transport

Treasury designated 29 shadow fleet vessels and their management firms in December 2025, targeting ships that transported hundreds of millions of dollars worth of Iranian petroleum products. The action also targeted an Egyptian businessman whose companies were associated with seven of the 29 vessels. This was a major expansion of the shadow fleet enforcement campaign ahead of the April 2026 action.
