California enacts AB 103, giving state AG authority to inspect ICE detention facilities

California Governor Jerry Brown signed Assembly Bill 103 on June 27, 2017, requiring the California Department of Justice to review and report on conditions at immigration detention facilities where noncitizens are held by ICE. The law was enacted during the first Trump administration in response to growing concerns about immigration enforcement. AB 103 authorizes DOJ staff to tour facilities, review records, and interview detained individuals and staff. It requires findings to be published and sets a sunset date of July 1, 2027, making California the first state to create systematic inspection authority over federal immigration detention.
