Help America Vote Act creates federal election standards

President George W. Bush signed the Help America Vote Act on October 29, 2002, following the disputed 2000 presidential election. The law created the Election Assistance Commission (EAC) as an independent federal agency to administer election assistance and maintain the national mail voter registration form. States received $3.86 billion in federal grants to upgrade voting equipment and establish statewide voter registration databases.
