HUD indefinitely delays HOME tenant protections and subsidy rules

HUD published a Federal Register notice indefinitely delaying two provisions of the January 2025 HOME Investment Partnerships Program final rule: tenant protections under 24 CFR 92.253 — including security deposit limits, eviction notice requirements, and tenant selection criteria — and green building standards under 24 CFR 92.250. This was the fourth delay of these specific provisions since the rule's January 2025 publication, following delays in February, April, and October 2025. Secretary Scott Turner provided no timeline for when the provisions would take effect.
