Florida AG Uthmeier files first state government civil lawsuit against OpenAI and opens criminal investigation into AI company

Florida Attorney General James Uthmeier filed an 83-page civil complaint against OpenAI and CEO Sam Altman in Highlands County Circuit Court on June 1, 2026 — the first civil lawsuit by a state government against an AI company for user harm. The 10-count complaint includes product liability, negligence, and FDUPTA consumer protection counts. Uthmeier simultaneously maintained an active criminal investigation of OpenAI opened in April 2026, the first time any government pursued civil and criminal tracks against an AI company simultaneously.
