Judge Whitehead issues nationwide preliminary injunction blocking EO 14163

U.S. District Judge Jamal Whitehead issued a nationwide preliminary injunction blocking enforcement of EO 14163 against refugees who had received conditional approval and had confirmed travel arrangements. Whitehead found EO 14163 had "crossed the line from permissible discretionary action to effective nullification of congressional will" and that the government's suspension of resettlement agency cooperative agreements independently violated the Refugee Act. The injunction protected roughly 12,000 conditionally approved refugees.
