Alabama Governor Kay Ivey signed into law a congressional redistricting plan that maintained only one majority-Black congressional district — the 7th District — out of seven total, despite Black Alabamians comprising 27 percent of the state population. The Republican-controlled legislature passed the plan on November 3, 2021, concentrating Black voters in the existing CD-7 Black Belt corridor while dispersing Black residents in the 2nd and 6th districts. Civil rights organizations challenged the map as violating Section 2 of the Voting Rights Act within weeks of enactment.
