CMS reviews record insurer rate filings before open enrollment

The Centers for Medicare and Medicaid Services conducted its annual review of 2026 ACA Marketplace rate filings in September 2025, evaluating proposed increases from 312 insurers in all 50 states and DC. CMS has authority to flag unreasonable rate increases but cannot directly set premiums in states that rely on the federal exchange. The AJMC reported that several insurers with proposed increases above 26% faced additional scrutiny during the review process.
