Clinton launches Kosovo air campaign without authorization

President Bill Clinton orders U.S. and NATO aircraft to begin bombing Yugoslav targets in response to Serbian operations in Kosovo. Operation Allied Force begins without explicit congressional authorization. Over 78 days, NATO aircraft conduct approximately 38,000 sorties. Some Republicans argue Clinton violated War Powers Resolution. Congress never votes to authorize; votes to defund or restrict fail. Civilian casualty estimates range from several hundred to over 1,000.
