NVRA takes effect in 44 states motor voter registrations account for 33% of new applications
The National Voter Registration Act takes effect in 44 states and the District of Columbia, with six states exempt due to existing same-day registration laws. Within the first two years, motor vehicle offices process more than 13.7 million voter registration applications, 33% of all registration applications nationally. Voter registration as a percentage of the voting-age population reaches 72.77% by 1996, the highest recorded since reliable tracking began in 1960.
