NAACP LDF files Milligan v. Merrill challenging Alabama's congressional map

A coalition of civil rights organizations and Alabama voters filed a federal lawsuit challenging Alabama's newly signed congressional map as a racial gerrymander violating both the 14th Amendment and Section 2 of the Voting Rights Act. Plaintiffs included Evan Milligan, Khadidah Stone, Letetia Jackson, Shalela Dowdy, Greater Birmingham Ministries, and the Alabama State Conference of the NAACP. The case was filed in the U.S. District Court for the Northern District of Alabama before a three-judge panel, which blocked the map in January 2022 before the Supreme Court stayed that decision for the 2022 election.
