The Supreme Court rules 6-3 in Brnovich v. Democratic National Committee that two Arizona voting restrictions, banning counting out-of-precinct ballots and prohibiting third-party ballot collection, do not violate Section 2 of the Voting Rights Act. Justice Samuel Alito writes the majority, establishing a new, more permissive test for analyzing vote-denial claims under Section 2. Justice Elena Kagan's dissent calls it the "second" gutting of the VRA after Shelby County.
