New York Court of Appeals strikes down Democratic congressional maps 4-to-3 in Harkenrider v. Hochul
The New York Court of Appeals ruled 4-to-3 on April 27, 2022, that congressional and state senate maps drawn by the Democratic-controlled legislature were unconstitutional under the 2014 amendment. The court found the congressional map was an impermissible partisan gerrymander and that Democrats bypassed the required IRC second-submission step. A special master drew replacement maps used in the November 2022 elections, under which Republicans flipped three congressional seats.
