Trump signs EO 13957 creating Schedule F

President Donald Trump signed Executive Order 13957 on October 22, 2020, creating a new federal employment category called Schedule F for career civil servants in policy-related roles. The order directed agencies to identify positions whose duties included policymaking, policy advocacy, or policy implementation and reclassify those employees as at-will workers without standard civil service appeal rights. The Office of Personnel Management estimated the order could affect up to 50,000 federal employees; the order was signed 13 days before the November 3 presidential election.
