Justice Department finds Ferguson police use fines and force against Black residents

The Justice Department releases its Ferguson Police Department report on March 4, 2015. The report finds that Ferguson's law enforcement practices are shaped by revenue generation and that Black residents are disproportionately stopped, searched, cited, arrested, and subjected to force. Federal investigators find racially discriminatory policing and municipal court practices, including emails by city officials containing racist stereotypes. The report is separate from the federal decision not to charge officer Darren Wilson. The investigation documents systemic racism in local government after Michael Brown's killing and shows how fines, warrants, and policing can work together to burden Black residents.
