Harvey floods Texas and tests Trump’s first major disaster response
Hurricane Harvey made landfall in Texas as a Category 4 storm and produced historic rainfall, with more than 50 inches falling in parts of the Houston region. The Trump administration approved federal disaster support as FEMA and other agencies faced one of the costliest U.S. disasters on record. GAO later found that the 2017 hurricane season created unprecedented demand for federal response and recovery capacity.
