Surgeon leaks Texas Children's records; Paxton opens gender care investigation

Texas Children's Hospital surgeon Dr. Eithan Haim leaked internal documents to conservative journalist Christopher Rufo in May 2023, alleging the hospital had secretly continued providing gender-affirming care to minors — including patients as young as 11 — after publicly announcing a pause in early 2022. Rufo published the documents in City Journal on May 15, 2023. Texas Attorney General Ken Paxton launched a formal investigation into Texas Children's within days, declaring the hospital was actively engaging in illegal behavior.
