Supreme Court rules 5-4 in Allen v. Milligan that Alabama's congressional map violates Section 2, orders new majority-Black district

The Supreme Court ruled 5-4 in Allen v. Milligan that Alabama's congressional map, which contained only one majority-Black district in a state where Black residents make up roughly 27% of the voting-age population, violated Section 2 of the Voting Rights Act. Chief Justice John Roberts wrote the majority opinion, joined fully by Justices Sotomayor, Kagan, and Jackson, and in part by Justice Kavanaugh. The Court affirmed the Thornburg v. Gingles framework and ordered Alabama to draw a new map with a second district where Black voters could elect candidates of their choice.
