ICE Launches Operation Metro Surge, Targeting Minneapolis Somali and Latino Communities

ICE and CBP launched Operation Metro Surge in the Twin Cities on December 4-5, 2025, initially focusing on Minnesotans of Somali descent following Trump's unsubstantiated claims about state funds going to terrorists. DHS called it the "largest immigration operation ever." Between December 2025 and March 2026, approximately 3,000 people were arrested; less than 3% were Somali. Federal agents killed two U.S. citizen protesters — Renée Good and Alex Pretti. Complaints alleged racial profiling of Somali Americans, Latinos, and others, with U.S. citizens unlawfully detained.
