Biden and Xi meet at Woodside California agree to resume military-to-military communications

President Biden and Chinese President Xi Jinping meet face-to-face at the Filoli estate in Woodside, California, on the sidelines of the APEC summit in San Francisco. The four-hour summit produces an agreement to restore military-to-military communications between the US and China, channels that had been severed since House Speaker Nancy Pelosi's Taiwan visit in August 2022. The two leaders also commit to collaboration on combating AI risks in elections and discuss Taiwan, trade, and fentanyl precursors. Biden calls Xi "a dictator" at a fundraiser the same evening, triggering Chinese complaints, but both sides characterize the summit as substantive. It is their first in-person meeting in a year and the most extensive bilateral summit since Biden took office.
