Judge Sara Ellis finds Chicago immigration agents' force shocks the conscience

U.S. District Judge Sara Ellis issued a preliminary injunction finding federal agents' use of force in Chicago shocks the conscience, ordering body cameras and two audible warnings before tear gas. She found commander Gregory Bovino admitted he lied about being hit by a rock before an earlier Little Village tear gas deployment.
