UN Security Council adopts Resolution 1067 condemning Cuba's Brothers to the Rescue shootdown

The UN Security Council adopted Resolution 1067 on July 26, 1996, by a vote of 14-0 with China abstaining, formally condemning Cuba for the shootdown of the Brothers to the Rescue aircraft. The resolution cited the ICAO findings and declared that Cuba had violated international norms by using weapons against civil aircraft in flight outside its territorial airspace. Resolution 1067 called on all states to comply with the Convention on International Civil Aviation and demanded that Cuba take appropriate measures to prevent any recurrence. China's abstention reflected diplomatic tensions over Western use of the Security Council for punitive resolutions, but the near-unanimous vote gave the condemnation significant international legal weight.
