Education Department sends antisemitism warning letters to 60 universities under federal investigation

The Department of Education's Office for Civil Rights sent formal warning letters to 60 universities notifying them that they were under Title VI investigation for alleged failures to protect Jewish students from discrimination and harassment. The letters required universities to submit extensive records, including internal communications about campus protest policies, documentation of disciplinary actions, and data on campus events. Receiving an OCR warning letter triggers a formal compliance review process that can last years and ultimately result in the loss of all federal funding. With 60 institutions receiving letters simultaneously, the scale of the action functioned as a sector-wide pressure campaign against university administration of campus speech and protest. Universities with major federal research grants — including institutions receiving hundreds of millions of dollars annually from NIH, NSF, and the Department of Defense — faced particular pressure to demonstrate compliance quickly.
