House Budget Committee Fails 16-21 to Advance One Big Beautiful Bill
The House Budget Committee held its first markup of H.R. 1 on May 16, 2025, and failed to advance the reconciliation bill on a 16-21 vote. Four conservative Republicans — Chip Roy, Ralph Norman, Andrew Clyde, and Josh Brecheen — joined all 16 Democrats in voting against the bill. The four holdouts demanded that Medicaid work requirements take effect sooner than the 2029 start date in the bill and that clean energy tax credit phaseouts be accelerated. Chair Jodey Arrington recessed the markup without a path forward.
